Comments/Blog feature seems changed - how does it now function?

    In the past to activate "comments" one simply checked the box beside the word comments and a space appeared for comments on the active story page.

    Now, when you scroll to the bottom of a "Create a new story page" the word Blog appears. It does not appear active in any way, but the cursor does appear active to the right of the word "blog".

    When the news story is posted to comments box appears nor does the word blog appear. Please explain how the blog now works as I cannot find an explanation of the change.
