Google Suite and Ad Grants

My club (Rotary Club of San Francisco) is moving into Google Suite. We were approved for the overall package, but we’ve been told that our website does not meet their standards for their advertising grants (up to $10,000 per month). The cite things like load time (not an issue most of the time), and unclear navigation that should be using menus and sidebars (we use both). They have not provided any specific criteria, so we don’t know how fast is fast enough, or what they want navigation to look like.

We're reaching out to Google support for more information, but quite honestly we're wondering if this isn't some kind of challenge to enable Google to determine whether we have enough resource and support (we do) to track with responses to ads that will be pointing back to our website.

We'd very much appreciate the opportunity to talk to other clubs that have gained approval for Google Advertising Grants, especially clubs like ours - US-based, 130 members, well established (we are the second oldest Rotary Club in the world) but rapidly evolving.
