Inactive members remain selectable in email recipient selection list - Bug?

    As the title says.
    This is on District Websites and club websites.
    Is this a bug ?

    This is dangerous - a user not familiar with anti-spam laws and marketing conduct could create a serious problem for the website operator.

    Please can you remove the Inactive Users list from the email recipient selection list of a new email.
